Brattle Experts Discuss Ways to Close the Gap Between TOU Rate Pilot Testing and Deployment

Brattle Principals Ahmad Faruqui and Sanem Sergici and Associate Long Lam have published an article in The Electricity Journal, titled “Bridging the Chasm between Pilots and Full-Scale Deployment of Time-of-Use Rates.”
The article discusses reasons for the wide gap between the high number of time-of-use (TOU) rate pilot tests run and the low number of full-scale TOU rate deployments around the globe. While nearly 400 TOU rates have been piloted, only 4% of residential customers are using TOU rates, and that number is only expected to grow to 15% by 2025. The authors discuss various ways to increase full-scale TOU rate deployments.
