Carlos Molina

Mr. Molina has nearly a decade of experience in the energy sector, specializing in the analysis of electricity markets and regulatory litigation for the energy sector in Latin America.

With experience working for Mexico’s Energy Regulatory Commission and Ministry of Energy, he has analyzed and determined rate methodologies for the country’s electricity transmission and distribution sectors and performed assessments of regulations related to distributed generation, oil transportation tariffs, and the licensing of electricity generation projects, among others.

Mr. Molina also has experience performing diagnostics in the refined products sector and analyzing prospective crude oil production scenarios for conventional and unconventional (shale oil and gas) resources in Mexico. He has analyzed business models for transporting and distributing liquefied natural gas (LNG) in the Caribbean and developed financial models to analyze profitability. Mr. Molina has conducted studies on commercial development opportunities and regulatory prospects for energy storage markets, gas peakers, and demand response schemes in Spain, England, Italy, the United Kingdom, and France.
