Dr. Vargas is an economist with testifying and consulting expertise in applying statistical and financial tools in settings spanning the financial, healthcare, and energy sectors.

He has extensive expertise in designing and implementing statistical analysis in a wide variety of engagements. In securities litigation matters, Dr. Vargas has performed statistical sampling and modeling of mortgage defaults, and has supported multiple experts at the class certification phase of 10b-5 securities fraud cases. Additionally, he has consulted on reports assessing the credit ratings assigned to several synthetic credit default obligations.

Dr. Vargas has testified in front of a Royal Commission of Inquiry in Papua New Guinea on the pricing of multiple structured loans. He has also provided financial and statistical analysis on numerous internal and regulatory investigations around the alleged manipulation of LIBOR, Euribor, ISDAfix, and other reference rates.

Outside of the financial industry, Dr. Vargas has supported experts offering both affirmative and rebuttal opinions on statistical sampling in litigations within the healthcare industry. In the energy sector, he has implemented forecasting models for electricity consumption in a local US market, and consulted on the valuation of multiple energy-related assets.

Prior to joining Brattle, Dr. Vargas gained experience at international economics consulting firms in Washington, DC and London; and as an investment banking analyst in Mexico City.
